I. CALL TO ORDER
Chairman Wayne Johnson called the meeting to order at 9:00am.

V. ACCEPT AGENDA
A MOTION was made by Bill Austin, seconded by Jack Kilgore and passed unanimously to accept the agenda as presented. The MOTION carried unanimously: 4-0

VI. APPROVAL OF MEETING MINUTES
A MOTION was made by Jack Kilgore and seconded by Bill Austin to approve the May 7, 2019 Meeting Minutes as presented. The MOTION carried unanimously: 4-0.

VII. CHAIRMAN ITEMS
Chairman Wayne Johnson introduced Vanessa Wagner, the new Director of Business Development for the Brunswick and Glynn County Development Authority and Ralph Staffins, the new President of the Chamber of Commerce.

VIII. NEW BUSINESS
• Board Member Application Recommendation

A MOTION was made by Jack Kilgore and seconded by Bill Austin to approve the recommended re-appointment of Chairman Wayne Johnson to serve a second 3-year term and to appoint Cristy Jordan to serve a 3-year term on the Development Authority. The recommendation will be submitted to Rees Sumerford with Gilbert Harrell to request the recommendations be presented to the County and City for their July Agendas. Chairman Wayne Johnson abstained from the vote. The MOTION carried unanimously: 3-0

IX. FINANCIALS – Joan Hearn
• Approve April Financials – Joan Hearn
A MOTION was made by Jones Hooks and seconded by Bill Austin to approve the financials as presented. The MOTION carried unanimously: 4-0.

• Proposed FY2020 Budget – Joan Hearn
A MOTION was made by Bill Austin and seconded by Jones Hooks to approve the financials as presented. The MOTION carried unanimously: 4-0.

X. UPDATES
PRESIDENT’S INFORMATION ITEMS:
New Business Attraction
• Vanessa Wagner
Ryan Moore reiterated how excited we are to have Vanessa Wagner join our team. Vanessa Wagner brings a wealth of marketing experience to the team.
• Project Report
Ryan Moore reported that there are 15 active projects and 1 new project.
• GEDA Spring Conference
Ryan Moore and Vanessa Wagner attended the GEDA Spring Conference. Ryan reported that it was a good opportunity to meet and build relationships with project managers and learn best practices.

BRE Expansion
• Project Report
Ryan Moore reported that in the past 2 months have been very busy with 18 sites visits to local manufacturing companies.

Workforce Development
• 2019 Golden Isles College and Career Academy Scholarship Luncheon
Ryan Moore reported that GICCA had another successful Scholarship luncheon with 125 in attendance. Dave Snyder was the speaker and guest chef. GICCA awarded $7,000 in scholarships with a total of over $50.000 scholarships in the past 8 years being awarded.
• Awareness Initiative
Ryan Moore reported that the Authority is working on marketing program to bring awareness to the community for manufacturing and industrial careers. The first step will be starting with teachers and taking them on a tour of the manufacturing facilities in the community. More to come.

Marketing
• Camera-Ready Program
Ryan Moore reported that the Camera-Ready Program is administered by the State of Georgia and is dedicated to attracting filming to the state. The CVB has filled the role as the Glynn County Camera-Ready liaison in the past and the Authority has agreed to take on the responsibility for Glynn County moving forward.
• Opportunity Zone Forum and Website
Ryan Moore reported that the EDA co-hosted with the City of Brunswick and Hunter MacClean with 140 guests in attendance at the college. You can find information about the event at http://opportunitybrunswick.com/ with maps and plug ins available.

• Macon Visit – Downtown Revitalization
Ryan Moore reported that he attended the Macon trip along with several community leaders from Glynn County. It was a very beneficial and informative presentation on how to facilitate development in Glynn County area with the focus on residential and private sectors coming together to facilitate the revitalization. Downtown residential housing units were the main focus to drive the communities in the right direction.
• Quickstart
Jan Melcher with Quickstart reported they have the 3 major facilities: KIA, Georgia Bio Science Center and Georgia Advanced Manufacturing Training Center now open in Savannah. Brochures were distributed and a Grand Opening for the new Savannah Center is planned for July or August. More to come.

Product Development
• Property Report
Ryan Moore reported that with the help of Thomas and Hutton the Gateway and McBride Industrial Parks are now officially GRAD certified. The combined sites give Glynn County over 700 acres GRAD certified property.
• Proposed FY2020 Capital Program
Ryan Moore presented a power point presentation noting several options for capital programs in Glynn County. More to come.

XI. GCAC
• Ernie Knight Sublease Amendment Request – SSI Airport–Ryan Moore
A MOTION was made by Bill Austin and seconded by Jones Hooks to approve the Ernie Knight Sublease Amendment request as presented. The MOTION carried unanimously: 4-0.
• Glynn County Airport Commission Proposed Budget FY 2019/2020, Shawna William
A MOTION was made by Jack Kilgore and seconded by Bill Austin to approve the GCAC Proposed Budget FY 2019/2020 as presented. The MOTION carried unanimously: 4-0.
Rob Burr reported that the next Aviation Career Day will be held March 7, 2020. Rob Burr reported on Stambaughs upcoming expansion for a second hangar and Manning Aviation will be opening new FBO building in near future. More to come.

XII. IMPORTANT DATES
• Development Authority Board Meeting – July 2nd, Large Board Room, Tuesday at 9am
• Annual Chamber Dinner – June 13th, Jekyll Convention Center, Thursday from 5:30-8:30pm

XIII. CLOSED SESSION
A. Closed Session – Real Estate OCGA Section §50-14-3(b)(1)(B)

A MOTION was made by Jack Kilgore and seconded by Bill Austin to enter into Closed Session to discuss Real Estate OCGA Section §50-14-3(b)(1)(B). The MOTION carried unanimously: 4-0.

A MOTION to was made by Jack Kilgore and seconded by Jones Hooks to return to Open Session. The MOTION carried unanimously: 4-0.

A MOTION to adjourn was made by Bill Austin and seconded by Jack Kilgore. The MOTION carried unanimously: 4-0. The meeting adjourned at 11:00am.
